Hi Kiran,
To be eligible to fill the MH CET form, it is mandatory that the candidate is an Indian National. So, if he/she was born in India and then relocated to the Middle East for his/her studies then that will not be an issue. However, if he/she is a citizen of the Middle east then they cannot sit for the exam.
Please kindly read through the following article on MH CET that explains in detail the guidelines, important dates and eligibility criteria. It will help you understand the process better.

According to Indian Citizenship laws, a person is an Indian
1. By birth if born in India on or after January 26, 1950, but before July 1, 1987.
2. If a person is born after July 1987, he or she can claim citizenship if either of the parent is a citizen of India.
3. For those born in India on or after December 3, 2004, they can claim citizenship by birth only if both parents are Indians, or if at least one of the parents is a Indian citizen and the other is not an illegal immigrant at the time of birth in India. So along with one's birth certificate, both parents citizenship proofs would be required.
If you are all Indians by birth, you should choose Indian as your Nationality.
Your daughter, is an Indian if she follows any of these:
Citizenship by birth: if she was born in India
Citizenship by descent: if she was born on or after 10th December 1992 outside of India but was born to either parent who is Indian citizen
Then there are Citizenship by registration and naturalization. If you fall under any of the mentioned categories, then she should opt Indian as your nationality.
Now about the NRI Category:
If your daughter is an Indian citizen and has been studying abroad only for a specific period of time, she still qualifies as an Indian National. An NRI is someone who has been away for an indefinite period of time either for business, vocation or employment reasons. Staying abroad for educational purposes doesnt put her in the NRI Category.
