As you have mentioned your category is OBC and are expecting 480 marks in NEET 2022, and by medical seat I take it for a govt. medical seat. For MBBS, at 480 there are very thin chances of securing a govt. seat as the cutoff in NEET 2021 was around 498-503.

Your marks are way too low if we compare what cut off marks goes these days.
At this marks you will just qualify for neet exam, getting any government mbbs college seems to be impossible for you in any counseling either it's state quota counseling or all india quota counseling.
All india quota counseling for SC category last year was 470+ marks, in 2020 it was 500+ marks. So if we compare you are no where near that.
Even state quota cut off marks are around 400 marks for your category.
So you have no chances of getting admission in govt MBBS college in both state quota counseling or all india quota counseling.

COMEDK and KCET are not merged yet, but it will be next year. COMEDK entrance exam will not be conducted for admission to undergraduate courses in Karnataka from next year, and KCET will be administered at the national level.
So if you are asking about the next year, then yes, a Non-Karnataka student can give KCET.
