hello aspirant,
YES, You are eligible to participate in the State Counselling if you did not wish to participate in the All India Counselling. This is because, It is not mandatory to participate in both all India counselling and state counselling, one is free to participate in any of them or both of them as per their wish.
Although, its not mandatory for you necessarily appear for AIQ counselling, However, it is suggested that you do as they account for 50% of the seats in every government college (except J&K).

Hello aspirant,
Your profile mentions that you belong to Rajasthan and wish to take admission in Karnataka. From previous year cut off's, we see that through the All India Quota, a student must score 590+ marks to get a seat in government medical colleges, who belongs to the OBC category.
To take admission in private medical colleges too, students belonging to the OBC category must score 530+ marks. However, in mop up round, if seats are left vacant, candidates with scores above 500 can also get a seat. Hence, no, with 300 marks you cannot get a seat in medical colleges in Karnataka. With this score, you can only get deemed medical colleges.
Hope it helps!

Also, the average starts from 5-6 LPA but there are lot of incentive benefits associated with such job roles.
