If you were to take my opinion then i would suggest you to make the obc NCL certificate from the state from where you have completed your 10th and 12th because that would be a safer option.
Obc certificate has a validity of 1 year and it should be issued on or after 1st April of the current year. If you need to upload in your application form then you can issue your certificate before that.

Yes you can definitely take part in NEET UG AIQ counselling round 2nd directly even if you have not registered for round 1st or if you are appearing for state counselling already, You can register for Round 2nd after February 16th 2022.
As per the counselling schedule available on the official website of MCC, the registration process for 2nd round will get started from February 16th 2022 and will continue till February 21st.

See the marks difference is very unpredictable because it depends upon the availability of seats, number of candidates left after round 1st and also the number of candidates applied for upgradation in round 2nd. But yes the cut-offs will be slightly lower in round 2nd as compare to that of round 1st.
