You can get kalyana Karnataka Certificate both Online as well as Offline. Firstly, make sure you have the list of documents ready, which I am sharing with you-
An affidavit from the court stating that the applicant is a resident of the Hyderabad –Karnataka region
Driving License
PAN
Birth certificate
Voter ID
Passport
Aadhaar
and click on "Online Application" and fill the required details and make the payment. Also, you can track your status by clicking on "Application status" after completing your form.
For obtaining certificate offline, just fill the HK region residence and eligibility certificate application form and submit it in nearest Nadakacheri or Municipal or Revenue office. You can also submit the form in nearest common service centre.
Application fees is INR 25 and time required is minimum 30 days.

Yes, other State students can study in PSG Engineering College, Coimbatore. But they must apply for Tamil Nadu Engineering Admission (TNEA) Counselling. See if you had cancelled the seat allotted to you in round 1st of NEET UG counselling of Karnataka then you can definitely appear for round 2nd of counselling but chances of seat allotment depends upon your NEET UG 2021 score because seats are allotted only on the basis of NEET UG 2021 score.
