Since you have already got/ allotted a seat in Karnataka State Round 1, and if you accept the seat in this case you won't be able to get a seat in the future in Round 2, Round 3.
However if you don't take the seat that has been allotted to you in Round 1 and then decide to opt in the second round, then you can participate in the counselling after round 1, otherwise you will have to take the seat that has been allotted to you in this round .
Also, once you have cancelled a seat then you can't take the same seat again thus take a prudent decision accordingly.

The Andhra Pradesh state counseling for NEET UG has started today. Only candidates belonging to Andhra Pradesh (domiciled) are eligible to take part in the process and can apply for both Category A and Category B seats in private medical/dental colleges.
FOR STATE QUOTA (PRIVATE COLLEGES)- However, since you reside in Telangana, you will apply as a non local. If you wish to apply for management quota seats (Category B seats), you will have to wait for further notice from the Andhra Pradesh state authorities. Keep visiting the official website for latest updates.
FOR ALL INDIA QUOTA- yes, you can apply for both state and all India quota. However, the all India quota will only offer government seats and not private seats.

Usually at this time, karnataka neet Ayush counselling shall be conducted but due to late neet ug AIQ counselling. It's not happening. Karnataka neet ayush counselling dates are not announced at yet. It may announce any time, so keep update your self on the official website.

As you mentioned that you are working currently in iti and so I would recommend that if you really want to do masters and you are financially stable and sound then you should go for abroad for your further studies. Ilets is a very important exam for you abroad masters.
After computer science engineering it would be better if you go for your ms degree then go to abroad. The opportunities and the payscale in abroad is more. But eventually , that would be same if you stay in abroad.
