Coming to your question, answers is Yes , other state students can also give KCET. However, the registration fee for other state students will be different from Karnataka state students. Also, you should remember that, other state students cannot get admission into the colleges participating in the KCET counselling, because you need Karnataka domicile certificate for this purpose.

Otherwise, if you want to take admission into private colleges of Karnataka, you should attempt COMEDK exam.

in india there are not many colleges that offer dual course in both englisha dn intenational peace and realtions. you should look for opportunities aboroad. even if there ar egood colleges abroad that offer bachelors in international peace and relations, english is not along. suggestion is to pursue an english course and then go for the diplomat courses.
