As you have not mentioned your state so I'll be answering for AIQ so in AIQ you have very less chances of getting a government medical College. Though you can opt for private medical colleges you have chances of getting colleges in states like Karnataka etc.

If your name isn't present in the NEET UG Merit list of your state, that is BIHAR, despite registering yourself on the Counseling website of Bihar, then it might be due to various reasons such as you wouldn't have completed the document verification process of due to certain incomplete documentation.
There can be other reason too. So it is better if you contact the Counseling authorities of Bihar and get to know the issue behind it.
-------- Also, You must know that there are many students who have scored same marks but they have different All India Rank.
-------- For Instance you can consider the Merit List of Uttar Pradesh NEET UG. Around 17 students have scored 660 marks and out of them 7 have same Category ie Backward Caste. Also all of them have different All India Rank(AIR) as AIR can't be same for two students.
