As the experience gradually increases the package rises, even it can rise above 12 LPA.

we can not tell you what is the actual reason behind it, As you not mentioned any Specific college name for which you are asking about.

But yes it happens in many state government universities and colleges because State student falls under reserved category that is why they get some reservation from their state Government. and All India quata students falls under General category that is why there is a difference of fee
