BSc Psychology have good scope in Clinical as well as Academic purpose. Cognitive Science is Multidisciplinary field. CBCS Allahabad does excellent research in Cognitive and behavioural areas. NBRC is again an established institution doing excellent work in Neuroscience. IISc has a center for neuroscience.IIIT (http://www.cns.iisc.ac.in/home/) Hyderabad, are other places to look for. The latest entrant,IIT Gandhinagar, has good teaching and research programme. Other IITs (Ropar, Jodhpur, Mandi, Indore) have one or two faculty members active in cognitive science. NBRC is better but NIMHANS is good for medicos.

Domicile Eligibility Criteria for Karnataka MBBS admission is:-
1. Candidate should have studied for a minimum of seven years in a Government recognized institute located in the state of Karnataka, or
2. Candidate should have passed Class 11 and 12/1st and 2nd year PUC from a Government Institute located in Karnataka State and either of the candidates parents should have studied from Karnataka for a minimum of seven years, or
3. Candidate who has passed the qualifying examination from an institute located outside Karnataka can be eligible for Karnataka MBBS admission if either of his/her parents is a domicile of Karnataka state. In this case, the mother tongue of the candidate or either of the parents mother tongue should be Kannada, Tulu or Kodava and the candidate has to give a Kannada language test.

National talent search examination is a national level examination which is aimed to find the grooming talents across the country studying in class 10th. Examination is held in two phases the first of which is at the state level. Now as you have asked about the Karnataka NTSE registration, in regards to this I want to tell you that the authorities had released the application form on November 11th and was available till December 10th 2021. So unfortunately you have crossed the deadline and now you cannot register for the examination.

Your father can definitely try for graduation through open universities, there are various options regarding this, IGNOU is the biggest open university as it has regional centres all over India, and there are various study centres under each RC, also admission is open as of now till 31st January, if your father is interested, you can ask him to visit the official website of IGNOU and register at https://ignouadmission.samarth.edu.in/ .
Other than IGNOU there are various options such as DU SOL, Tamil Nadu Open University, Dr BR Ambedkar Open University, Andhra University, Netaji Subhash Open University, University of Mumbai to name a few, generally speaking there is no upper age limit regarding this.

KSEEB has released the application form for Karnataka NTSE on November 11, 2021. The application form can be filled till December 10, 2021. The selected students from the NTSE stage 1 exam will be called for the stage 2 examination. There is no application form for stage 2 and the exam for stage2 will be conducted in the month of June 2022. If you are asking for registration for stage 1 then the registrations ended long back.
