The last candidate who got allotted a seat in government medical college in Rajasthan under 85% state quota had a rank of 8180 corresponding to 631 marks (male candidate) in second counselling and finally in the mop up round, 600 marks with 19987 rank. We can only predict this years cut off based on previous year cut offs trend. Hence, it might be difficult for you to get a government seat in Rajasthan.

Mostly government colleges have their last rank as 20000 in All India Quota (according to last year's mop up round). However, government colleges in Andhra Pradesh usually have low cut off as compared to others and you can easily get admission there with your rank-

You've not mentioned specifically your caste category.. as you know that in  Karnataka State Counselling , there are several sub categories within OBC like Cat-1 , 2A, 2B, 3A, 3B etc.

Dear aspirant,

As you mentioned your neet score is 290 and considering you are from obc category still it would be difficult for you to get the tier 1- 2 colleges . So, I would recommend you to kindly go through home state quota and try for some lower streams like bds.

However various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college previous years cut offs and difficulty level of the paper.
