Hope you are doing well. It is difficult for you to get government seat for bams in 475 marks in all India quota but you can get seat in state quota for sure. For getting government bams seat you need to score 450 + in state quota and 550+ in all India quota. This cutoff marks is in accordance with the last year cutoff.

If you belong to West Bengal then it's not possible for you to gain admission in Karnataka government quota BDS seats but you can always get admission in private and deemed University medical college through the all India counselling conducted by the MCC.

No. Chances are less to get BDS seat n 400 marks under central counselling. Under 15% All India Quota, You need to score more than 480 marks in NEET to get BDS seat.

But you can get BDS seat in private colleges in 400 or more marks.

You have to show your Central Gen - EWS certificate while taking admission in the respective college. So, i will suggest you to apply for the certificate. It will not take time. If in case, you don't receive your certificate show them your state EWS certificate it is possible that they may accept it. But, don't take the risk apply for the Central EWS Certificate as soon as possible.
