With your percentile and rank it is somewhat difficult to state the colleges that you will get in this year or to even mention a yes/no to your above stated query. Moreover, since the cutoffs, percentiles and the vacancies in the subsequent rounds of counselling vary each year, it won't be an accurate data. With 82 percentile you AIR would be around 150000
Here the criteria is that you must have secured atleast 45 percent marks in PCM in 10+2 and further relief of 5 percent for sc/st/OBC candidates
So based on your 10+2 score you are good to go
And as per your all India rank of around 150000 you can still get a seat in self finance course so without wasting any more time start your admission process and the picture will be clear to you

IGIT is a government college. You have categorical reservation so it will help you to get an admission. it will consider upto 10 lakhs rank for admission for ST category.

for 65 percentile,predicted  rank will be in  near to 3 lakhs. you have good chances to get an admission. it also accepts OJEE for admission into engineering streams.

The result for Bsc 1st year 2019 for indira gandhi institute of technology will be declared in March or April in 2020, officially date is not notified.so you have to wait tille March atleast.

There is no marks requirement but getting more than 60% will be considered safe.
The eligibility criteria says : The candidates should at least pass 10th standard to be able to apply for these courses. For Diploma admission, the candidates must appear for and qualify the DET. Candidates must 10th standard or equivalent from a recognized board.
