First of all congrats your rank is good according to your category. Yes can get a seat in Cet bbsr and igit both. But you have to choose in between those two colleges  because you can't take 2 seats. Along with your seat you can get your desire course also.

based on review from students, the college is kind of far from accessing shops. thats the only main problem. other things are about hostel accomodation.

it is no way bad. only the students find it difficult to get used to it. if you are already hard on your life with discipline and organized living, then IGIT wont be a trouble at all.

though you might have some tough time there, you will have a bright future ahead. bcoz, the college prioritizes studies and gives the best for its students.

Getting admission into IGIT college depends upon factors like seat availability at the college, exam difficulty level, no. of students appeared and applied, previous years cutoff trends,etc

So, if greater no. of students have applied for ETC branch, then the cutoff would be higher. But if applied students are less then you students with low rank can also get admission into it.

Now, seeing the previous years cutoff of this college, for taking admission into any branch you atleast need a rank more than 2.12 lakhs. And seeing your rank, you can definitely get admission into ETC branch. But, the parameters mentioned above can also deter you getting into this institute.

No, you cannot change your course in 2nd year. The only time you can change your stream is before 2 months of admission. College has not specified any kind of details regarding changing the stream. Mostly you won't be allowed to change but still do contact the college administration for further details

Well vssut is one of the most prestigious institution of engineering in orissa so it difficult for you to get admission into it with any good branch but still you canget lower branches and as per the indra gandhi institute you can get chemical engineering as well as electrical engineering and all the lower branches . As per my concerns as an IGITian you can get a seat in IGIT Sarang with that percentile. Better I will suggest to try for many more colleges in Odisha like VSSUT,CET etc. you may even get a seat there.
