As you have scored 60 marks in CEE 2019 belonging to SC category it's not possible for you to get admitted in either AEC or JEC since you do not meet the expected cutoff marks/rank required for getting admission.
But, definitely you can try for other engineering college

First of all congratulations on securing good rank in CEE exam. As per previous year cut off and as per your rank you can get mechanical engineering in Jorhat engineering college (JEC). Make documents ready for verification as they will start counseling from 1st week of July (tentative).

Since your rank is 948 it's quite difficult for you to get a seat in AEC.
There is very low chance that you get admitted in AEC, but surely no chance for mech,electrical, EC, branch . You might get seat in CIVIL or C.S. but probability is very low.

As per your rank you will not get Assam Engineering college (AEC) as your rank is bit higher to get AEC. But you may get Jorhat engineering college (JEC) but you may not get much branch option there or else you can go with Jorhat Institute of science

Smartboard is not there.lift is only for faculty not for students. Girls are very less in the college.Co-curricular activity is also not organised.They are not maintaining good lecturer who is efficient in their subjects.Sqme faculty teaching each & every subject

College Infrastructure

The infrastructure of my college is good. It has a well-stocked library, computer lab, auditorium, transportation facility, campus with internet facility,Canteen but it requires good management. I made many new friends, they help me a lot even my seniors are also very much corporative or you can say there is a friendly environment.All in All its good.

College Infrastructure

Required facilities and equipments were there but little maintenance needed. Sports department was fine. IT infrastructure was bit outdated but students managed somehow. Mechanical engineering department was good, rest of them were average.
