Hope you are doing well. You did not mention your category and home state here. So, I am assuming, you are General. No, you will not get a seat in PMEC Berhampur in CSE with this rank in that case. Because, in 2019, the cut off rank for general was 83129 that too from home state.

Placement wise IGIT Sarang will provide on campus placements. GCE Kenojhar has no good student coordination for campus drives, So you have to try off campus (More competitive than on campus). But GCEs will be cheaper in terms of course fees and living costs

Infrastructure wise, IGIT is far better than others .

The question seems to be less understanding as you have mentioned the rank which i can see but the selection thing is unable to understand but if you are looking for admission than definitely you should try in mid range colleges as there you will have better  chance of securing admission rather than top colleges so you should take your decision wisely.
