Three of your Options are very Comparable. If you have plans to go for a Masters or Postgraduation in future, COEP can be a very good option providing in depth Technical Education. As far as Placements are concerned, Civil Engineering at COEP has almost 70% placements.
However from Placement as well as Career aspect, I believe a degree in Mechanical Engineering will be more effective than Civil as far as career scope and prospects are concerned. SPCE Mumbai too is an excellent Technical Institutes in Maharashtra next to COEP and VJTI and has good infrastructure, faculty, research facilities and an excellent employer outlook. There is no restriction that only a Maharashtra student can get in Sardar Patel College of Engineering, Mumbai. Sardar Patel College of Engineering (SPCE), Mumbai was founded by Bharatiya Vidya Bhavan in 1962. This is a government-aided autonomous institute under Mumbai University. The institution is accredited by NBA. The admission for first-year engineering degree courses is done through the Centralised Admission Process (CAP) which includes counseling rounds. To become eligible for CAP the candidates need to register online. They can visit the website of the Directorate of Technical Education, Maharashtra and fill-up the form.

You have not mentioned your category assuming that you belong to general category considering the cut off in 2019 it is difficult to get seat in the college that you have mentioned. Which is better:CS at DJ Sanghvi or Elec/Extc at Spce/Spit?
Dear Candidate,
It's is very difficult to compare two different streams of engineering, but SPCE is the most reputed college amongst DJ & SPIT. The name of that College itself speaks for itself. But since you are worried between the courses, I'd suggest you to go through the modules you will be learning in both the streams & then make a decision. Try contacting alumnus from both the colleges(with your preferred stream). Ask people around you, if this is difficult for you to take a proper decision. Talk with people around the pros & cons of the courses. After all, it's you who will be pursuing the course. Make a proper decision after studying all the parameters. I'd personally go with SPCE & you can anyhow apply for CSE jobs if you are good with Computer skills after your graduation.
