As you must be knowing, IP University admissions for the BA/BBA LLB programmes will be on basis the CLAT scores from this year. Candidates seeking admission into the undergraduate law programme need to appear in the Common Law Admission Test and qualify the same for being eligible for IPU counselling. They haven't yet released any cutoffs and this is the first time they will be conducting counselling on the basis of CLAT marks so there aren't any previous year cutoffs available based on which I can give you any suggestions. The closing ranks and your chances of getting a college will depend on many factors like the number of seats available, the number of candidates who have applied, their ranks/score. This is a sensitive issue and it is better not to beat about the bush or give false hopes or information and thus the only suggestion I can give you is to wait. Guru Gobind Singh Indraprastha University also known as IP University is a very good ranked college affiliated to UGC and is a government institute while Kalinga University also holds a good rank overall with UGC affiliation. You can compare both the colleges using below provided link.

Both of the colleges you provided are amazing and have great placements. The faculties too are equally good. But if choosing one between them then go for vips for sure.
Vips has a placement cell when compared to msi , which guides students in getting placements in various law firms. Around 50%-60% of the students get placements from college based on their experience and grades. The college has good tie-ups with various law firms as well. Companies like Vivo, ICS Solutions, etc., have visited the campus, and many other MNCs keep visiting this college.

VIPS in affiliated to a state university, located in Delhi, has well equipped infrastructure and well qualified and experienced faculty.  The only thing it lacks is better placement opportunities.

Talking about Symbiosis international UNiversity Noida, It is a brilliant combination of academics and industrial exposure, decent placement opportunities, well qualified and respected faculty and well constructed infrastrcuctre . The only issue with it is its distance from Delhi since it is located in Noida.

Since both are good equivalently, the final decission should be yours to choose the one as per your convinience, biasness and other matterialistic considerations.

All the considerable factors that you have mentioned , placements and better and safe environment. Then , VIPS is a sure shot for this. VIPS is also having good placement records and the placements are even getting better every year. Many students even get PPOs of 14lpa after BALLB integrated course. Also , the crowd is great here and  is also helpful and cooperative. The crowd and faculty of VIPS ensure a safe environment.
