Fakir Mohan University, Balasore was established in 1999 by the Government of Odisha, under Section 32 of the Odisha Universities Act, 1989 (Act 5 of 1989). FM University Balasore is a government university located in Balasore. The university is recognised by University Grants Commission (UGC). FMU has been accredited by the Association of Indian Universities (AIU) and is also a member of the Association of Commonwealth Universities (ACU), UK.  The university is also accredited by National Assessment and Accreditation Council (NAAC)  with a ‘B+’ grade.0 

Currently, it is functioning from the two campuses: The old campus at Januganj, beside the National Highway near Remuna Golei and the new campus at Nuapadhi, in and around Balasore town. FM University Balasore offers B.Ed and M.Ed Integrated, M.B.A, L.L.M, M.Com, M.Sc, M.C.A, M.Lib.I.Sc, M.A and M.Phil programmes. The FMU provides several infrastructural facilities to students and faculty members on the campus. FM University Balasore facilities include both indoor and outdoor sports like cricket ground, volleyball court, badminton court, basketball ground and indoor sports complex. FM University Balasore facilities also include a branch of UCO Bank and SBI on its campus. It provides all the modern banking facilities including a 24X7 ATM facility. Boys and girls hostels, gymnasium, library, canteens, Wi-Fi, medical facilities, banking facility and guest rooms are the other Fakir Mohan University facilities available on the campus.  

FMU offers 41 full-time undergraduate and postgraduate programmes. FM University Balasore course list includes B.Ed and M.Ed Integrated, M.B.A, L.L.M, M.Com, M.Sc, M.C.A, M.Lib.I.Sc, M.A and M.Phil. FMU offers admission to undergraduate and postgraduate courses to all aspiring students. FM University Balasore B.Ed and M.Ed Integrated admission is done based on the previous qualifying exam. Admission to the M.B.A and M.C.A programme is based on the entrance exam - OJEE followed by the OJEE counselling. Fakir Mohan University M.Phil admission is offered on the basis of an entrance test followed by viva-voce. 

FMU offers scholarships to deserving and needy students. Fakir Mohan University students are eligible for a variety of scholarships offered by National Councils and State Government based on the results of +3 exams in Arts/Science/Commerce. Candidates pursuing postgraduate courses in university departments are also eligible to receive P.G. Merit Scholarship and loan stipend awarded by the state government. A few deserving students in Biotechnology receive scholarships from the Department of Science and Technology, Government of Odisha.

FMU has a placement cell that provides students with training and job placement assistance. FM University Balasore placement cell also offers personality development classes to the students to prepare them for national-level job-oriented programmes.
