Central OBC certificate is valid everywhere in India. So you can apply for IPU through the OBC quota. But you have to make sure that the certificate you are using is issued within a year as the OBC certificate is valid for only one year.

As per your query I would suggest you to fill your category as OBC . The reason I am suggesting that is your domicile is Rajasthan and it does not change even if you did your 11 and 12 from Delhi. Now if your certificate would have been issued

You can take admission to IPU under the OBC category. Central government-issued OBC certificate is valid everywhere in India. You can surely get admission in IPU under the OBC category provided you fulfill the eligibility criteria and other requirements for admission.
