The funding from the central government to IIEST is at par with the older IITs (Bombay, Delhi, Kgp, Kanpur). JU in comparison gets a fraction of that amount from state government.

Better funding translates into better halls/hostels, labs, Internet facilities, Library, Faculty and Infrastructure in general. Hence + 1 to IIEST w.r.t to Funding.

In the recently published MHRD rankings IIEST is ranked at 20A and it is better than JU. See the following- MHRD, National Institute Ranking Framework (NIRF),

I think you should go with the iiest shibpur with the CSE branch, As the trends the scope of computer science brance is higher than any other branch, all these scenario happen due to fast moving digital India and you should not worry about the college.

Based on the last three years i.e. 2016, 2017 and 2018 cutoff ranks for IIEST, Shibpur, it is not possible for you to get admission.

I can provide you the cutoff ranks for the last three years for SC category candidates, you can get a clear idea.

In 2016, after the last round-

Closing Rank- 8107

In 2017, after the last round-

Closing Rank- 6137

In 2018, after the last round-

Closing Rank- 8655

According to previous year cutoffs at IIEST Shibpur, with a rank of 22,500(OBC-NCL) in JEE Mains 2019 unfortunately you cannot get any branch under Other State Quota.

But if we see under Home State Quota, the closing ranks were higher for Civil Engineering, Metallurgy and Materials Engineering, Mining Engineering. So only these are the possibilities for you under Home State Quota.

First of all, IIEST Shibpur takes admission only through JEE Mains Rank and not WBJEE Rank.

Further, according to previous year cutoffs at Jadavpur University, the closing rank for SC Category under Home State Quota in Electronics & Communication Engineering was 43844 in 2018. So, with a rank of 30k you can easily get Electronics & Communication Engineering at Jadavpur University. Though you cannot get ECE at IIEST Shibpur with your WBJEE Rank.

As per previous year cutoffs at IIEST (under Female Pool and Home State Quota), you have to secure a rank well within 17k to get Computer Science and Engineering at IIEST Shibpur. For other branches like Information Technology and Electronics and Telecommunication Engineering, they close by 26k and 19k respectively. 

Electrical Engineering by 25k, 

Mechanical Engineering by 32k, 

Aerospace Engineering by 29k, 

Civil Engineering by 43k, 

Metallurgy and Materials Engineering by 46k,

Mining Engineering by 41k.

Marks differs every year, which depends on the difficulty of the question paper and number of students.
