Without any doubt and questions , just blindly go for IIT Bombay with civil engineering.
It's a more prestigious institution as compared to new IIT Gandhinagar .
Though fees at Bombay is higher but it's worth as it's median salary for civil is just directly 4-5 lakhs

The answer is obviously IIT Bombay chemical engineering is far better than IIT Gandhinagar material science and engineering the reasons are following.

The infrastructure available at IIT Bombay is far exceeding than Gandhinagar.
