Yes sir/ mam, you will be allowed for JAC Delhi counseling, there is no criteria of 5th subject whatsoever for admission or counseling through JAC.

The only major criteria is that you must have had PCM in 12th and then each college sets it's separate criteria of minimum percentage

With this type of rank, you certainly have a very good chance of getting into IGDTUW, though weather you will get into CSE core or not is a bit doubtful.
