There is nothing like that . Cutoff factors depends upon difficulty level of the examination of JEE Mains/JEE Advanced. Other factors includes are, number of seats available for admission, previous year cutoff trends, number of applicants in an institute and number of candidates appeared for the examination. Only these factors determine the cutoff each year. Since you haven't mentioned your category rank we can not exactly predict your result.
With your quoted details there are very less chances of yours getting admission to any of the NIT's , IIT's or IIIT's.  , But you may get admission to some of the good GFTI's .

With 75 percentile in JEE Mains and SC as your category, based on the previous year cutoff data, you have good chances to get following Public colleges

1. Punjab University, Chandigarh - B. E in ECE at round 3

2. UIET, Chandigarh - B. E in ECE at round 3

3. GVBUA, Uttarkhand - B.Tech in ECE at round 2.

Dear Aspirant,

There are in total 21,133 seats in NIT's.To get seat in NIT candidate must score atleast 96 and above percentile.Sorry to say but 78% is a very low score to get seat in NIT or IIIT.You can try in good private college's or semi government college's with this score.

As you've not mentioned your category, I'm considering you to be general category.
For General category, jee mains 2020 has a cut off percentile of 90.3765335
In that case you have not cleared the cut off .
So you're not eligible for counselling.
You're chances of getting NIT or IIIT is too low.
You may try in some private colleges who takes direct admission.

The infrastructure is just awesome with all the requirements. In the central library, all study materials are available for all semesters, and all books are available. Classrooms and labs are equipped with smart boards, and unlimited Wi-Fi facilities are available throughout the campus. There are many grounds for sports like cricket, football, volleyball, and basketball. The quality of the food in the mess is good and hygienic.
