There is nothing like that . Cutoff factors depends upon difficulty level of the examination of JEE Mains/JEE Advanced. Other factors includes are, number of seats available for admission, previous year cutoff trends, number of applicants in an institute and number of candidates appeared for the examination. Only these factors determine the cutoff each year. There are in total 21,133 seats in NIT's.To get seat in NIT candidate must score atleast 96 and above percentile.Sorry to say but 78% is a very low score to get seat in NIT or IIIT.You can try in good private college's or semi government college's with this score.
