Firstly, congratulations for your JEE mains rank, I'm sure you gave your best. Now , coming to your JEE Mains rank, i'll say that for a general category rank ( I'm assuming you are from general category because you didn't specify any category in particular) , your rank is too high to get in either NITs or IIITs. To get into NITs with general category, you have to have a rank between 10k, and yours is far from that, so your chances are a bit low.

So, according to your JEE Mains rank, in OBC category, it's nearly impossible to get into any of these colleges whether NITs, IIITs or GFTIs, because you will be knowing that these colleges are the best in the world so they have really tight cutoff, and your rank is really far from the cutoff rank.

The Ranking based on Student Preference, Academics as well as Placements is somewhat like
IIIT Gwalior> IIIT Jabalpur> IIIT Kanchipuram
Hence, IIIT Gwalior is the best of the lot. However I believe as far as B.Tech CSE is concerned, IIIT kanchipuram is rising as steadily as possible. Located in the southern belt of India near IT Hubs like Chennai, with research assistance and collaraboration with IIT Madras and NIT Trichy, it is one of the best rising Institutes of our country, and its a matter of time, when IIIT Kanchipuram will name among top IIITs.

In a situation where you are getting lower branches at IITs and top branches at very new NITs or IIITs, I would suggest you to go with the former option. If you would have secured a rank enough to secure a seat at one of the top NITs in CSE ECE ME EE, only in that case must you overlook your JEE Advanced Rank for JEE Mains. Secondly newer IITs have relaxed criteria for Branch Sliding , and you can always upgrade your branch once in Institute. Secondly, in todays Industrial Boom, at IITs whatever branch you are from you always have options to pursue and nurture your software and analytics skills, register for a Minor Degree besides Major and bag a Non Core Sector Job like any other CSE Student, hence more opportunities, unlike newer NITs.
Since you are stating you will be eligible for IIT BBSR Civil, assuming you are from GEN Category, you will also be eligible for the following branches
IIT Roorkee Geological Technology
IIT KGP Mining Engineering
Material Science/Metallurgical
Mechanical Chemical Engineering
At some of the noted new IITs.
From my perception IIT Gandhinagar Civil or Material Science should be the best choice, provided you are interested in it. IITGN Material Science is leading Reasearch and Development in the field of MSE today in India next to IISc and top IITs. Every year more than 50 students from IITGN Civil, Mechanical, Chemical and Material Science Engineering move to US to pursue their Masters. Gujrat itself provides ample opportunities for career and placement prospects. Do give it a thought.
Of course if IIT Bhubaneshwar has a vicinity advantage for you, do choose between Civil or Metallurgical there besides considering ISM Dhanbad and IIT BHU, both of which are standard Old Technical Institutes and provide proper training and placements are are located on the booming Eastern Industrial Belt of India.

As far as your JEE Main Rank, I believe you should consider options at IIIT Bhubaneshwar, IIIT Sri City and IIIT Vadodara in CSE and IT respectively, whichever is near your home state. Placements at all the three IIITs are comparable and are somewhat at par. However IIIT Sri City has an added advantage of being near Hyderabad, Bangalore and Chennai, the core IT hubs of India.
Although if you have no monetary issues and distance is not a problem, MSRIT CSE seems a more viable and standard option. Bangalore being an IT and Technology hub, will seriously help you in nurturing your ambitions and will provide better career prospects. Secondly Bangalore, will millions of aspirants and students provides a healthy atmosphere for students residing there.

Hey Rithika! Congratulations on your score! According to NIRF 2020, IIT Jodhpur is ranked 53 whereas NIT Rourkela is ranked 16. When it comes to choosing the right college, make sure that you find all the facilities under a single roof. Though it holds the tag of IIT, IIT Jodhpur is not superior to NIT Rourkela.
