IIIT Gwalior is much better than IIIT Jabalpur in terms of infrastructure, age,facilities, placements, recognition etc.
In spite of these the cutoff of IIIT Jabalpur is higher than Gwalior only because of the fact that Jabalpur offers four year cse while IIIT Gwalior offers 5 year IPG programme and many students opt for jabalpur just to save 1 year time, but overall I would recommend you to go for IIIT Gwalior if your interested in mechanical branch.

with your percentile, it is not possible to get IIIT campus as the maximum closing rank goes upto 8k. for reservation category , it will be 6k-7k for top branch even for lower rank NIT campus.
it would be better to try for lower NIT campus for non technical branch if your rank is below 30k else look out for government engineering campus in your residential state.
You can opt for top branch like CSE, ECE or core branch options like EEE, EIE, ETC at government engineering college with low fee structure. You can choose top government engineering campus.

with your rank, it is impossible to get NIT campus. 2 lakh closing rank is only for home state quota plus general category. for open state and reservation category:- maximum possible closing rank will go upto 50k.
it would be better to try for government engineering college in your residential state. if you want to apply for other state college then you will go under open category + reservation category rank cutoff will be even lower than general home state cutoff.

According to the category rank you have mentioned in the question you cannot get any of the NITs or IIITs as per previous year's cut-offs but I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.
