You must be knowing cutoff for CS is higher than all other branches so

The following information shared by you shows that you have got 91.47 percentile in Jee mains and OBC rank is 27,000.

With this rank you maynot be able to secure good branches in any NITs/IIITs in JoSAA counselling. (This cannot be predicted accurately since the counselling has not yet started)

In 1791 rank in crl-pwd with home state Karnataka there is too much less chances to get nits but you can qualify for not higher rank iiits. Also you can secure seat in states better colleges to know exact college names in which you can get seat use the following

I would suggest you to go with vit vellore since it is quite established whereas IIIT raipur is new and yet to make a mark in ECE branch(though it is developing at good rate).

Yes for sure you can do it . Many students do it , not only ECE branch other branches also learn coding to get placed in good CSE companies. As many companies allows ECE branch with CSE to seat for the placement and coding is the basic demand

All of the above college belong to Institute of National Importance and since they are new, they are continuously developing.They do not have their own campus yet. And some do not have had placement seasons too.

So considering all the above factors as per me:IIIT Kota~=IIIT Vadodara>IIIT Surat>IIIT Kottayam.
