As the first part of your question is concerned, Yes there are management quota seats in PES university , Banglore. For the second part I think you are asking for the fees of CS degree. The fee is around 6 lakhs per annum.

VIT vellore is anytimr better than PES bangalore.
PES gives an average package of 4.5Lpa with decent placements ratio of 90% on average.
