The second Cutoff list are for those who are already applied for the peogramme. If you already applied for the progamme then you are eligible for the cutt off.

First of all don't feel so down on yourself.If you are able to get Thapar University then i would suggest you that you should go for it, as it is a good university.And taking drop should be solely your decision.You should not go for drop until and unless

If you are from general category As a basic condition, candidates appearing/ have passed class 12 with minimum 75% marks can appear for JEE Main 2019.So you are not eligible for counselling in any govt. colleges

For SC/ST/PWD candidates-  65% marks in aggregate.
