At 99199 rank it is tough to get a cse seat at thapar and that is even tougher if you are an outside panjab candidate but you should still apply for the counseling, also if you have good marks in your 12 boards then those marks can help in admission also if compromise a bit on your branch and take another branch except cse then you have an option of branch change as well on the basis of your first year cpi.
For refund policy related queries it is best to contact the college directly through email or contact number as they are the best source of information. In my opinion there is a fixed period that TIET allows for withdrawal of admission that is if you withdraw your admission in the stipulated time full refund will be credited and after that subsequent deductions will be made.

It would be better for you if you join LPU for the CSE with the scholarship whereas in CSE you can get quality education as well as you can get placements at the end of your course. for the more details,you can visit the web site which I am sharing with you -
WHY not? its completely worth it if it is the only choice available to you. IIIT pune is a great choice as compared to all those private institutions who do nothing but advertise great things about them but once you take admission thre you find nothing at all. On the other hand inspite of being new iiit pune despite of being a new one will give you a brand name of iiit and also great exposure to you moreover since the institute is new so the new and updated syllabus will give you an edge in future.
For change of branch preference order you might have to just contact with the dean academics of the institute and procedure of the same would be told by them and I guess there is no such thing like in person counselling possible in the institute moreover branch change facility is also available.

Thapar Institute of Engineering and technology offers courses both at Under Graduate and Post Graduate Level and also at doctoral level.
BE/B Tech. program in CSE is also offered at the Thapar University. Fees for the entire duration of course is approximately 15.06 Lakhs INR.
Admission in the B Tech program is done on the basis of merit In JEE (Join Entrance Examination), followed by counseling conducted by the university. So it is must for you to qualify the JEE examination.

Wi-Fi is average in this college. Laboratory is also very good quality with computers. Classrooms are well-maintained. The library has many books. The quality of the hostel is good as compared to other colleges. The food quality is also better.
My experience is pretty good till now . Made great friends here and learnt lot of new things and skills. Campus life is pretty good. Infrastructure is top of the notch and faculty is also top class. Academic life is also pretty decent.
