For Mining, Metallurgy branches a score of 150 in JEE Mains 2017 will do.

For Chemical, Civil 170 to 180.

For CS, Mechanical, Electrical 180 to 230.

For Maharashtra state the home state quota doesn't work in favour of home state students because there is much more competition in that quota.

see every year cutoff changes and it depends pn number of candidates participating on it, questions level difficulty etc. see most of the colleges doesnot provide the cutoff marks, so i can tell you about opening and closing rank . for computer science closing rank was 1654.  and there is information technology branch is not available.

The answer to your question is negative.
To get into VNIT, Nagpur the only way is through JEE Mains.
Even though they have a reservation for home state students, but that is also done only through JEE Mains score

There are good chances that you can get admission into the college, so just keep counselling and get into your desired stream. In 2018 ,VNIt Nagpur cut off is 

Chemical engineering for home state is 10178

And outer state is 8451.(closing rank) 

Civil engineering for home  state is 10853 and outer state is 6197 (closing ranks) 

Mettalurgical engineering for home state 15769 and outer state is 13730 (closing ranks)
