If you belong to general category then your percentile score is quite low, to get admission in the respective branch at your preferred college.

You need to have a percentile score of around 94 percentile for surely reserving a seat, you can get NIT with this but definitely CBIT can be confirmed.

Considering the previous year cut off you do not have chances of getting seat in Mechanical Engineering in the preferred institutes. You may have to seek admission in any other college. No need to apply for Counselling for B Category seats. To get admission through B Category seats candidates need not go for TS EAMCET but they might require IPE marks or JEE Mains Rank admit card for applying for B Category seats in Vasavi College of Engineering, Hyderabad and Chaitanya Bharathi Institute of Technology, Hyderabad. For A Category seats TS EAMCET counseling is necessary. But though you opt for Management quota seats you need to submit documents.

Ts ecet examination occur for telengana state common entrance examination. Which is occur for diploma and BSC in mathematics students. If you are qualified this examination you can get lateral entry for BTech as Diploma students and also chance to admission in MSc in mathematics.

So you can get chance to admission in engineering colleges for lateral entry in BTech department. Now you have to select college. Fees structure is differ college to college. As you have mentioned that you have got 92.4 percentile in JEE mains and taking into consideration that you belong to bc category and you are wanting to take up cse branch there so let me tell you that your all india rank would be around 80k.

In this percentile you won't be able to get cse branch because the cut off will be way higher and rank generally stays below 1k to get cse here. Furthermore, various factors are considered like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs, difficulty level of the paper.
