You want a govt college but you should see that where your interest lies. To get a govt job after engineering Civil has the most requirements in govt jobs after that ECE also has but not as much as civil branch.

So I think you should go for Civil

thanks for asking your query as per your performance and rank in eamcet 2019 you have chance of getting cbit but branch cannot be sure because your rank is low therefore you may get seat in further rounds of counselling.
