Upgradation depends on how many seats were filled in ist counselling and how many students will go for admission .
Generally , ist 2-4 candidates have good chances of upgradation

Sorry but based upon your scores and the previous year cutoff the chances of getting admission in East poimt medical college are quite low. The cutoff for general candidates was around 469 so it would not be possible to seek admission in this college.

What should we prefer nit north east like mizoram, megalaya etc or new iiits like lucknow, dharwad

nit meghalaya should be preferred first and then iiit lucknow , bharwad etc. followed by other north eastern nits
