Candidates belonging to Andhra Pradesh who will be applying to the Telangana state counseling will not have a reservation of 85% state quota. Whereas, they will come under the 15% quota as they belong to another state.
The application fee is however same for both- INR 3500 for General/OBC; INR 2900 for SC/ST candidates. You will have an 85% state quota in Andhra Pradesh itself, as you reside there/have completed schooling in Andhra Pradesh. So, if your score is below 600, you have more chances of getting a seat in your state.

In order to be eligible for counseling in All india quota minimum qualifying marks are-
General category- 50th percentile; 720-138 marks
SC/ST/OBC- 40th percentile; 137-108 marks
Cutoff for admission in medical colleges vary every year depending on number of candidates, number of seats available and exam difficulty.
Its not easy to predict exact cutoff for NEET 2022. You will get to know about NEET 2021 cutoff as counseling has been started.
