The Public notice released by the National Testing Agency, NTA stated following-
"NTA has provided All I ndia Rank to the candidates and the admitting Authorities will draw a merit list based on All India R ank for the seats of MBBS/BDS falling under their jurisdiction. When candidates apply to their State, t hey will mention their category as per State Category List. State Counselling Authorities will a ccordingly make their Merit List. The same is the case with the domicile."
It clearly states that candidates registering for state counseling will write their category as per state category list. So if your category comes in the OBC category as per state category list then you will able to claim the reservation benefits for OBC Students.

You don't have to pay the registration fee again for taking part in counselling. You can simply register for counselling by following these steps:
Candidates have to verify there documents. Verification of documents will be done at at specified center. After completion of verification a unique ID and password will be provided to candidate. Following documents will be verified:
KCET admit card
KCET application form printout
Proof of application fee payment
Recent passport size photos (2)
Score card of 10 th and 12th standard
After verification of documentation, original document will be return to candidate and KEA wil keep one photocopy of all documents.
A verification slip and acknowledgement card will be issued to Candidate.
After verification, candidate will have to fill their preferred choices of colleges and course by log in using their CET number.
After this, result of mock seat allotment will be announced. Mock seat allotment is conducted so that candidate can know their chance of getting a college on basis of their choice and merit. So candidate will be able to change their choices after mock seat allotment.
After allotment round candidate will have to pay full tution fees in order to confirm their allotted seat within stipulated date and time .other wise there seat will be cancelled and they will not allowed to participate in further rounds.

The cutoff varies every year and is different for different year as it depends on the various factors like difficulty level of paper, number of candidate appear in an examination, previous year cutoff trends etc.
