See, both of the college is good. You can choose any college among them and you won't regret later. But the problem is of choosing branch.

I think both the branch is good in their own way. There are very less college offering Metallurgy as compared to chemical engineering.

The eligibility is same as that by NTA for admission. It asks that you should attempt class12 in 2019 or 2020 only. And theh have 75+% or be in top 20 percentile of your respective board.  And get good enough rank.
