As per the previous year cutoff of IIT BOMBAY, to get admission into Geoinformatics and natural resourse engineering, you need minimum 360 in CE/AR/AG or 315 in MN/GG/MA/PH or 450 in CS/EC/EE in OBC category.
SO since you have scored 515 in Civil and you belong to OBC, you have higher chances of getting Geoinformatics in IIT Bombay, but no confirmation can be given as the cutoffs are yet to be released. Please wait for the cutoffs and hope for the best , you have a very high chances of getting your desired course and branch.

Your gate score is 831.with this score you will definitely get IIT Bombay but you have low chance of getting IISC Bangalore.You have a chance to get most of the IITs. You can check here other college's cutoff

Basically sir the fee of any IIT and NIT have based on the income .
So,I am giving you the fee structure of IIT Madras,
According to me , all rest IIT will take approx same fee.
GE/OBC Category Grand total fee
1.whose parental income is above Rs.5 Lakhs per annum Approx 1 lacs
2.whose parental income is between Rs. 1L and Rs.5L per annum Approx 50k
3.whose parental income is below Rs.1 Lakh per annum Approx 10k
4.SC/ST Category -with Scholarship Approx 5-10k

Graduate Aptitude Test in Engineering (GATE) is a national-level post-graduate entrance exam that is jointly conducted by the seven IITs (Bombay, Delhi, Kanpur, Guwahati, Kharagpur, Madras and Roorkee) and the Indian Institute of Science (IISc), Bangalore for admission to M.Tech programs offered by government as well as many private institutes.
GATE 2019 was organized by Indian Institute of Technology (IIT) Madras in online mode on February 2, 3, 9 and 10, 2019.
As for your question, you should be able to get confirmed seat in at least IIT Bombay and also have a good chance in Madras and Delhi.
