Last Year Cutoff for Mechanical Engineering was 600 for GEN category and 540 for OBC and 400 for SC/ST.

See, both are premier institutes but I would suggest IIT Bombay, which is the most popular choice among students for M.Tech in CSE. Research facilities and academics and faculties are good in all the old IITs, so are placements. But do remember, Mumbai is the 'financial capital' of India,

The cutoff for M.Tech RA is almost closer to M.Tech TA. But nothing can be said with a guarantee. Cut-off scores vary every year and it might vary this year too. 

Also, your GATE score determines the probability of receiving a call for further rounds.
