Hello aspirant, first of all congratulations on getting 95.5 percentile in JEE mains. In this percentile your expected JEE rank is around 48k-50k. At this rank you won’t get CSE or IT in any IIITs. However there are several other college options available that you can explore -
-> Civil engineering and lower branches like metallurgy in NIT Patna, NIT Kurukshetra,
-> ECE branch in newer IIITs like IIIT Delhi. Electrical and electronics in IIIT Bhubaneshwar.
->CSE in PEC Chandigarh.
->Civil engineering in DTU.
-> ECE , mechanical and electrical branches in north eastern NITs like NIT Agartala.

To get admission in best NIT's and IIIT's you need to score very high percentile which is definitely 98 percentile or above, and for top branches you need to score more than 98 percentile. There is also a chance if your percentile is 95 or more, then by participating in CSAB round you can get some decent NIT's and IIIT's. Your marks should be around 130+ to get a seat in NIT or IIIT.

Assuming youre from General Category, with 95.5 Percentile, youll have a CRL anywhere between 49-51k in JEE Main. You have negligible chances in securing a seat at any NIT or IIIT at this Rank in JoSAA Counselling. You may check with your Home State NIT or GFTI Cutoffs, but I believe youll have low chances even there.
Of course if you have certain Categorical Advantage, youll have Options among NIT and IIITs. You should even consider your State Engineering Colleges, accepting JEE Main Scorecard for Admission and Counselling Purposes. At this Rank, youll have fair chances of securing a seat in some of the Good branches, at one of the better State Engineering Institutions.

Your assumption is right. You can't even get Admission into IIITs based on this percentile. Look, you rank would fall somewhere between 92275-103730. But with this rank, there is a possibility that you will get a seat in some of the GFTIs like Assam University, Silchar or Ghani Khan Choudhary Institute of Engineering amd Technology. But you can get admission only under HS Quota, For AI and OS Candidates, Cutoffs are very very. I suggest you to go for JOSAA official webpage and see the list of all the GFTIs (Government Funded Technical Institutions) and their Cutoffs too.
Since you haven't mentioned your Home State, I cannot assume your state but look for the GFTI of your Home State so that you may able to avail HS quota facility and then possibility is very high that you will get a seat.

In 6th round of josaa counselling 2020, 39524 was closing rank for gender-neutral for general category in Indian Institute of Information Technology, Design & Manufacturing, Kancheepuram which is one of the lower IIITs and it was for Mechanical Engineering

As per my view if I had to consider placements only then of course mnit bhopal and IIIT allahabad would be at a better place if I had to compare between nit Agartala and iiest shibpur.
Nit Agartala is considered to be a decent college not very good or not bad whereas iiest shibpur placements are not very great in case of biotechnology. The placements are very dull. Almost 30-40% are placed from this branch which is very less.
So, IIIT allahabad average package stands somewhere between 18L for cse and for other branches 8-9L atleast. Same in the case for manit bhopal but average package is a bit lower.
