So, with your rank in general category or i should say AIR rather, it's difficult for you to get a seat in IIITs or NITs, because as you might be knowing , these colleges are the best in the country, and admissions to these are really difficult as the seats are limited too. But, your EWS category rank is really good, and with that rank , you can bag seats in some of the colleges even some IIITs and NITs which are newer, for subjects like ECE, EEE, Mechanical, Civil etc.

If you have got your medical certificate then it's good.
Now, a medical certificate is required so that a candidate should have good general physique.
Now, as you are saying that, your chest measurements are not as per given im medical certificate of csab. Then don't worry, generally it doesn't create any fuss if you have other OK results.
Because according to medical certificate required in csab, it's a GENERAL EXPECTATION that the Chest measurement should not be less than 70 cm, with satisfactory limits of expansion and contraction. In certificate it is not written that IT IS NECESSARY / MANDATORY, THAT CHEST MEASUREMENTS SHOULD NOT BE LESS THAN 70cm.
So, rest assured, no issues will be raised. Because many students are there, who are very slim and they got admission in nits or iiits. So, if your rank ks good and you successfully cleared the other procedures then yes, you will be eligible to take admission in nits or iiits.

Important dates of  IIIT Hyderabad,

• Last date, 1st week of March
• Admit card, 2nd week of April
• Result and Interview dates are yet to be notified

IIIT Agartala is very recent, i.e. it was established in 2018. So, the first batch is yet to be graduated in 2022. So, it will hard to talk about the placements in this college. All of the faculty members are highly competent and benevolent. They are well experienced in their respective fields and have proper industrial knowledge. Overally, as per the student reviews the campus life in this college is pretty good. Numerous top-notch facilities like bank , library, dispensary, sports complex,canteen and WIFI are given by the institute. The college is situated in a place full of greenery. The mentor institute is NIT Agatala itself, so this IIT is not struggling in the competitive market. The total fees for B.Tech CSE program is about 9 lakhs in total(a little costlier than Pondicherry Engineering College). The cutoff of JEE Main also goes high for this college.

Pondicherry Engineering College was established in 1984 and has a good reputation in the foeld of engineering. Pondicherry engineering college is owned Govt of Puducherry a Central government institution.the college is recently approved by technological university of PEC by central government fully funded MHRD. The total course fees is about Rs 5.46 lakh. The infrastructure of this college is also developed with all necessary facilities.  The training and placement cell of the college facilitates campus recruitment process. Counselling and Career Guidance Centre (CCGC) is functioning in the college to provide career guidance and personal counseling to the students. The average package is about Rs.3.53-4LPA in the CSE dept.

The CSE dept. is well established in PEC, in my opinion, you must consider joining the institute if you are getting it. You must not miss the chance to join IIT Agartala also as it is an institute of national importance and will see much development in the coming years.

According to your question and taking into consideration that you want to know about the placements of cse at IIIT Kottayam.

I would personally recommend you to join IIIT Kottayam cse as the other college's placements are not very great. Kurnool is also new and placements are not impressive and same for Dharwad and raichur . In new colleges cse is a better option.

Due to the global pandemic, most of the events of 2020 have been delayed. So in that way there might be a delay in releasing the applications of SRMJEE, VITEEE and BITSAT 2021. But it is expected that SRM Institute of Technology may release the application in the month of November 2020. BITSAT 2021 applications will be made available from Second Week of January 2021. And VITEEE 2021 applications were expected to release in the last week of October 2020. However this wan't released so there might be a delay in releasing the application. Comedk 2021 registration may start from third week of January 2021 while the exam is expected to be held on Second week of May 2021. Registration for Jee Main 2021 examination may start from the Month of November 2020. However any specific dates have not yet announced by the authority. According to the category and rank you have mentioned in the question you cannot get any of the top NITs as per previous year's cut-offs but yes you can get some average NITs like NIT Goa, NIT Hamirpur, NIT Meghalaya and some other likewise institutions if you deserve Home state quota for them else you can go for some IIITs like IIIT Bhubaneshwar, IIIT Una and so on. If you want to get core branches such as CSE/IT then I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.

Note that the cut-offs are bound to change every year depending upon various factors.
