According to the category rank you have mentioned in the question you cannot get any of the NITs or IIITs as per previous year's cut-offs and the latest cut-offs which has been released till now but yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.

IITDM Kancheepuram is definitely a good college (many rating websites have rated it generously). The college has a 52 acre campus appreciated by all the current students studying in it.
so when it comes to joining the college and choosing your career option
it has a great campus, good faculty, good hostel and a good atmosphere in total
But the package is average and okay previous year around package offered was 4-8 Lacs per annum and the placement rate for the Mech branch also seems to be a little lesser in comparision to other branches.
Regular placement meeting and progress tracking. Faculty in charges take good interest and higher authorities are supportive and interested to work for placement.
Overall the college is great and you can continue opting for it if your passionate enough for learning no barrier can stop one's creativity or learning process.

If this rank is your category rank then it is very low rank and at this rank it is very difficult to get any iiit till last round. But you can go for state college counselling their you can get seat in some good college.

No, you cannot join any of the IIITs after passing your class 10 examination.
Admission in any of the IIITs will be done on the basis of the marks scored in entrance examinations.
For B.Tech:
The basic eligibility criteria is candidates who have secured 75% (5% relaxation for SC/ST/PD) marks in aggregate in their respective class 12 board examination. Admission to the Dual degree program B.Tech +M.Tech is done through JEE Advanced .

As your Rank is low so its quite difficult to get addmission in any IIIT/ IIT or NIT...any where..
Its better to look for any private college or you can take a look in an government collge.
