There are many private colleges as well who consider JEE Main marks to provide admission.
You can apply in DTU and NSIT they consider JEE Main marks to provide admission but counseling is held separately through JAC Delhi for eligibility you must have secured at least 60% aggregate

Yes, it is mandatory, not only for IITs but for every government institute/university/college like NITs, DTU, NSIT, etc., it is mandatory to score 75% in class 12th to be eligible for NITs and IIITs.

Candidates belonging to general category must have passed 10+2 with 75% in Mathematics, Physics and Chemistry and for SC/ST it is 65% marks to get admission in IITs/NITs/IIITs. If you belong to general category then you are not eligible to get admission in IITs/NIT/IIITs if you ave scored less
