According to the category rank you have mentioned in the question you cannot get any of the IIITs as per previous year's cut-offs but yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.

According to your jee mains rank and considering you as sc category candidate ,it is next to impossible to get a seat in any of the nits or iiits.
Maybe if you wait for csab rounds ,you should be able to get a seat . But again, csab round cut offs change every year according to availability of seats after josaa rounds . There is 40-60 ratio to get a seat or not.

You asked for the comparison among mechanical engineering in IIT Jabalpur, metallurgical engg or chemical engg in top NITs.
Now, look, top nits are much better than low iits. IiT Jabalpur established in 2005 & it's a medium good iit. So, mechanical engineering department in this iit is good for placement & academics. You may go for it. Chemical engg in top nits are good also compared to metallurgical engg for placement & future.
So, mechanical engineering in IIT Jabalpur is the best option.

I .According to trends of previous years and this year's JEE MAIN cut off I am afraid to inform you that your chances of getting admission into colleges IIITs are almost negative. However You can try in state level counselling and private colleges .One thing is important that admission in EWS category entirey depends upon that particular category rank , not the All India rank.
