Assuming you have  open category all india rank 23000 ,   you can get many NIT's , you can get core branches in many top nit's and circuital branches in medium or top nit's .

Apart from that , you can get a good branch like ECE , EE , CSE , Mechanical in your home state nit . You can also get many good iiit's also so you can apply for them .

According to your rank and category , you would get some core and circuital  branches in some medium and lower nit's . Although you can get also some good branch in your home state nit . So make sure to apply for home state nit as you can get a good branch in it .

Moreover apart from nit's , you can get some good iiit's also and other gfti's and state government college also , so make sure to apply for them . Also in the special rounds you can get a good seat in a good college so be sure to apply .

So according to your category and Jee advanced rank their is no possibilities to get seat in any IIT. But according to your jee mains rank their are some NIT's or IIIT's where you can get seat only if you have state quota for them. Some of them colleges I listed here:-

Opening and closing ranks of different institutes has been released on official josaa website, you can check the cutoff from their. It is almost similar as that of the last year for the first round, but let's see what happens as still many josaa rounds+CSAB rounds are left.

You must have read the cutoff wrong or you must be talking about the last year's cutoff. But you shouldn't be bothered right now because there are a lot of counselling rounds left so you can get a seat based on the cutoff you are talking about.
