According to previous year last round cutoffs and trends the maximum rank under which General Category student got the admission in lowest branch in lowest GFTI in other state quota is around 50k to 55.5k but your rank is far from that hence it would be impossible for you to get admission in any college under JoSSA counseling.

With this set of range it would be completely impossible for you to get admission in any college under JoSSA counseling with other state quota.even in CSAB special counseling.As according to previous year cutoffs and trends the mximum rank under which EWS candidate got admission in GFTIs is around 8.5 k but your rank is way far from this hence you can nit get admission in any college.
But still you can try your luck by applying HOME state quota and check your chances or try State engineering colleges.

You haven't mentioned your home state, and the branch you want to choose.
However chances are very less to be very honest with you. You will not get admission in any of the NITs with 21k OBC rank.

The qualified candidates of JEE Main entrance exam will be eligible for admission to B.Tech programmes offered by Indian Institutes of Information Technology (IIITs), which are one group of the participating institutes of the entrance exam apart from NITs and GFTIs. According to your rank it is difficult get seat in any iiits .because there are around 36k seats are available.so it's some what difficult you may choose or you may try for another entrance exams like kcet,EAMCET etc...

Hope you are doing fine, here based on the rank you have got under EWS category, I am afraid chances are too low for you to get admission into NITs and IIITs. To have a chance at NITs and IIITs your rank must be minimum between 8000-10000.But you do not have to get disappointed , you may try for some good private college. With your EWS rank it is somewhat difficult for you to get into NITs or IIITs but since the cutoffs vary each year, you can apply and see how that works out for you. Among the colleges that you can get are University of Hyderabad and NIT Calicut.
