According to previous year cutoffs and trends the last round(Round 7 ) maximum rank cutoff for GEN-EWS category under other state quota is approximately around 8000 to 9000.But your rank is far from that range hence it would be impossible for you to get into any NIT,GFTI,IIIT or even in CSAB special round.As some seats are increased this year for EWS category you can hope for the best.

Computer Science and Engineering Branch Students dont face competition from students of Institutes with Higher Rankings, they face greater competition from students with higher Skills and IQ at national level in fields if Software ,Analytics, ML and AI.
My suggestion would be join Osmania or JNTUH Hyderabad CSE since they are more established in technology and being near Hyderabad itself is an added benefit for a CSE or IT Student, and culture your skills from you fresher year itself. Learn Machine Learning and Algorithms, try to bag good internships right from the end of second year besides keeping a good GPA, and no wonder you will be on track becoming one of the best in field.

Let me clear your second doubt of ranking, see as you belongs to SC category so you have SC category rank as well as CRL Rank but your seat allotment will be based upon your category rank and the cut-off/closing rank for your category will be your category rank not CRL rank.

According to the category rank you have mentioned in the question you cannot get CSE in any of the NITs or IIITs and can get Civil in some of the NITs like NIT Hamirpur,NIT Goa and likewise if and only if you deserves Home state quota for them as per previous year's cut-offs. But if you don't deserves the Home stat quota for them then I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission in either branch on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.

At this rank you have no chance to get any NITs, IIITs and GFTI. Your rank too high than previous year cutoff. To get admission in NIT your CRL rank is below than 60K At this rank there is no chance to get NITS, IIITs and GFTI. No worries there are some more colleges that you may get at this rank.

Hi, based on your rank I can only say that on this rank you can surely get into top NIT, somehow but the problem is that you may not get CSE branch in top NIT but I'm preety much sure that you can get CSE branch In normal rank NIT's. There are chances may be you will be lucky to get CSE branch into top NIT as well but you see chances are low. So I'm mentioning mentioning NIT as well as IIIT in which you can get CSE Branch;
Etc.
