Hi, so if you are trying out for top NITs that are available then your JEE rank much be 10,000, however newer NITs are available if your rank is even around 70,000.

Well IIITs are available with around the rank of 50,000 to 1,00,000 amd even more depending upon the category. Though some IIIT colleges are available for all categories around the rank of 50,000.

If your all India rank is 39899 then u will definitely get a top nit clg. If it is your category rank then u will not get nit but u have chance in iiit

1) Indian Institute of Information Technology Vadodara (IIITV) is one of the Indian Institutes of Information Technology established by the Ministry of Education, Government of India under the Indian Institutes of Information Technology (Public-Private Partnership) Act, 2017.The act provides the institute the status of Institute of National Importance.

Campus -

The institute is currently operating from the Government Engineering College Campus, Sector 28, Gandhinagar, Gujarat, India. Government of Gujarat has allotted 50 acres of land in Knowledge City near Dumad, Vadodara, Gujarat.

Academics

IIITV offers Bachelor of Technology (B.Tech.) in CSE and IT branches. The institute also offers Master of Technology (M.Tech.) in CSE with Specialization in (a) Artificial Intelligence, (b) Data Science, (c) ICT. Doctor of Philosophy (Ph.D.) degrees in Engineering, Science and Humanities is also offered. The standardization of education, research, and examination within the institute are great.

Admission

BTech: Admission to the B.Tech. program is made through Joint Seat Allocation Authority  through the Joint Entrance Examination (Main) (JEE Main) examination conducted by National Testing Agency under MoE, Government of India. The minimum qualification for B.Tech. is 10+2 (or equivalent).

MTech: Admissions to the M.Tech. program is made through the Centralized Counselling for M.Tech./M.Arch./M.Plan./M.Des. admissions (CCMT). The minimum qualification is B.Tech. in an approved discipline.

PhD: Admissions to the Ph.D. program is made through institute-level test. The Ph.D. admissions are conducted up to twice a year in June and December.

2) Indira Gandhi Delhi Technical University for Women (IGDTUW), is a women's university located in New Delhi, India on the heritage campus at Kashmere Gate, Delhi.  In May 2013 it gained autonomy and became the first women's technical university in India established by Govt. of Delhi. The university offers BBA and BTech, MTech, PhD programs in four branches of engineering i.e. in the field of Computer Science and Engineering, Electronics and Communication Engineering, Mechanical and Automation Engineering and Information Technology.The five years program in Bachelors of Architecture and Planning has been started in 2015.

The National Institutional Ranking Framework (NIRF) ranked it 145 among engineering colleges in 2020.

Facilities

an entrance test conducted by IGDTUW. while admission to the MBA will be strictly based on the candidate's performance in CAT followed by GD and PI. For Ph. D, IGDTUW conducts Research Aptitude Test (RAT) followed by an interview.

Placement- they have placement and internships opportunities. Top companies came for recruitment like Microsoft, wipro, Bajaj and many more .

You have quite decent college choices. Getting any of the two wont be a bad option. IIIT Vadodara has a very good placement in cse. But iiit vadodara doesnt have its own campus. Means the hostels are far from where the classes are conducted. So being a engineer you wont have a campus life but if have want to study cse only then you can go for iiitv but otherwise bits would be a great choice.
