The seat allotment of NITs depends on factors like Gender, Category, Community, Home state etc. Your profile says you belong to Assam. So your best chance to get NITs lies in NIT- Silchar. The Last admitted rank in 2020 at NIT Assam had ST rank of 2802. So with 7000 ST rank, it is difficult to get NITs. Since you belong to North Eastern States, you are eligible for CSAB-NEU Councelling. I suggest you to apply for that. You could get some good colleges in that councelling.

It is better to provide all the required documents at the time of registration. but if you don't have your character certificate it wouldn't affect your admission.
List of Documents for Verification given below :-
Most of the colleges have the requirement of both Gap Certificate and Character Certificate with their list of required documents. Character Certificate is issued by the school you completed your class 12th from and you can get your GAP certificate issued from any Notary. There is the unfilled GAP certificate affidavit on google if you search it, you can fill that and get that notarized.

To get your certificates back you may have to pay the tuition fee of that academic year or entire course fee if you leave the course in the middle of the duration of the course. It is subjected to the rules and regulations of the institute. We would suggest you to contact the administration department of the institute and enquire regarding the same. They shall assist you in this regard by providing the details of the procedure to discontinue the course.

Your profile says you belong to Andhra Pradesh so keeping that in Mind, with 22404 OBC-NCL rank, you could get Bio Technology branch in NIT AP as your General rank would be 75000+ and in spot round 2, the last admitted student has rank of 78063.

Unlike last year when the female quota was set at 20 per cent. However, for 2021, the IITs will have to ensure that the enrolment of females in each IIT is at least 20 per cent. Although seats offered under the female quota are supernumerary in nature, meaning the seats are created in addition to the existing seats. The total stats of Female reservation in all categories as of 2021 is 2437 , where 1534 seats are reserved in IITs , 398 in NITs , 305 in IIITs , and almost negligible seats in supernumerary for GFTIs. However, there may be earlier seats that have already been reserved for female category in GFTIs. Dohave a look at that too.

Reputation wise BITS pilani is far better than IIITM Gwalior. You will get better environment, better exposure ,better overall development in BITS pilani.
But if your interest is in computer science then you can go for bio dual and get Cs as dual degree in second year.
But if you want to take dual then you should also consider the risk. You will have to work hard for one more year to get CS as dual degree. If you have enough faith in yourself that you can do enough hard work to get CS next year then only you should go for dual in BITS pilani, Otherwise go for IIITM Gwalior.
In my opinion you should go for BITS Pilani, it has much better reputation, placement, college infrastructure.
