Unfortunately you cannot get seat in any of the NITs or IIITs on such OBC rank even after considering your home state quota for NIT Patna because the closing OBC ranks were around 12-14k for NITs and for IIITs the figure goes till 15-16k and you are much far away from both the figures.

You haven't made clear what to do mean by low courses. All courses that has been offered by IIT has its own importance. Also, the Career Oppurtunities in these courses is not that bad. Assuming you are asking for which college to choose between CSE in IIIT than Core branches in IIT.

Nowadays CSE placement is very good and it is most sought after branch in Engineering. CSE in IIIT has very good package. If you are getting CSE in IIITs like IIIT Allahabad which has average package of around 13 Lakh then you should go for that. Otherwise, you should go for IIT. IIT has it's own reputation in India. The placement for Core branches in IIT is also good and normally student get average package of 8-9 Lakh. IIT also has good startup and research culture. This will become very beneficial for you if you want to go for higher studies or want to become entrepreneur.

According to the last year cut off CSAB counselling....you have chances to get a good NIT for non core branches....

Hello Aspirant! With this percentile, your expected rank would be around 1 lakh something. If you're from general category, with this rank, it would be difficult or nearly impossible to get NIT. Getting IIIT is also not possible. You can try in some GFTI's as there cutoffs are slightly low. You may get NIT Mizoram or Kurukshetra if you're from home state as their closing rank for the year 2019 was 5 lakh something for general. You can also try in some other better private colleges like:
Thapar University
KIIT, Bhubaneshwar
Chandigarh University
UPES, Dehradun
etc.

The cutoff is different year by year .As you mentioned your rank is 61476 in ews category and at this rank it is quite difficult to get admission in IIIT, NIT and GFTS. You can participate in the jossa counselling process ,if luck works you can get seat in iiit or NIT.
